THE Hasidic enclave of South Williamsburg is a good place to be a shoe repairman. Several cobblers there make a living thanks to the distinctive formality of the local Hasidic Jews, a formality that spares only the babies. In a community where men and boys wear long, double-breasted coats with matching felt hats, where women and girls wear pleated skirts and pearl earrings, not a sneaker can be found touching the pavement.
