A source tells YWN, that Kelly suddenly arrived in Crown Heights unannounced at 11:30PM on Monday night, surprising all those that saw him sitting in his car parked outside Chabad Headquarters, located at 770 Eastern Parkway.The Commissioner sat talking to residents outside 770, and listened attentively to their complaints. The Commissioner then exited his black suburban, walked to a nearby Shul (located on Eastern Parkway between Albany and Kingston Avenues) - where a Shiur was taking place - and made a brief appearance. theYeshivaWorld.com
